In 2008, the Clackamas County Board of County Commissioners adopted the Red Soils Public Art Element as a chapter of the larger Red Soils Master Plan.  This public art guide defines artistic goals, standards and outcomes for the Campus and identifies site opportunities. The CUP Screen Wall project goals were to:

• Enliven and animate the immediate environment around the Central Utility Plant parking lots and paths;

• Create an artwork that relates to the Red Soils Plaza area, but defines itself as a counterpoint to the more formal mood of the Plaza;

• Respond to the history of the site, its uses and the natural environment;

• Represent the County’s commitment to sustainability and culture.
